I've been compiling a database on water powered
gristmills in Virginia for the last 20 years or so
and have found that 3 cfs is the bottom limit.
Adapting the wheel to the water produces the
oddities of course. One such wheel had the lowest
flow was an overshot 6' but which was about 10'
wide. It powered not only a 2 story mill, but ran
a bank of electricity generators for the
neighborhood.
Without knowing when your mill stopped, I'd have
thought that a Norse wheel is more likely than a
turbine. Oliver Evans book published inn 1795 or
so is a good source for working out the power for
horizontally axled wheels of various sizes and
configurations.
