The editors, Arvind Panagariya (Maryland) and Dani Rodrik (Harvard) would
like
to encourage you to submit a paper to _The Journal of Policy Reform_.
This Journal focuses on a new, dynamic area of research which has emerged
during the last decade: policy reform.
The failure of past policies to generate rapid growth has led many
developing
countries in Asia, Africa and Latin America to adopt radical policy
reforms.
This wave of reforms has coincided with the opening up of the former
Soviet Union.
The common challenge confronting the two groups of countries today is the
design
and implementation of policies and institutions which will eventually
turn them into rich,
industrial economies.
Stimulated by this development, economists, political scientists, and
others
have been increasingly focusing on what lessons can be learned from the
success and failure of countries undertaking reforms, how
existing theories can be developed to shed light on positive as well as
normative aspects of the reform process. Among questions being asked are:
What
is the appropriate sequencing of reforms in the absence of
market institutions? How can macroeconomic stability be achieved when tax
instruments are inadequate and demands on spending on social safety nets
strong? What are the appropriate strategies for building political
support for reforms? What type of financial institutions and regulatory
frameworks are necessary for smooth operation of this sector? How does
the
world trading system including the rise of regionalism and
international movement of capital and labour interact with reforms? How
do
environmental considerations influence reforms? Answers to these and
other
related questions are being sought through analytic country
studies, econometric and other empirical work and applied theoretical
work.
