This is a creal expression of the 1:1 rule as applied by Jim:

It works well in his setting and produces unambiguous records - they are
about the work.
Not all documentation settings are interested in the work, nor are all
'discoverers'. A photo archive with dozens of copies of the Adams photo has
different needs. In these settings expressions and manifestations are often
catalogued individually. If they are, the 1:1 rule can be applied too, with
equally unambiguous results.
Discoverers will also find what they want.
I'm not sure why everyone wishes to insist that all other documentalists
document from their perspective. Each repository has different requirements.
