I am not commenting on this, but I am also wondering why a distinction
between "primary responsibility" or "secondary responsibility" would
facilitate/enable better searchability or retrievability over the Web
(considering that the attribute will be conflated anyhow in one Names index).
I am not a cataloguer, but IIRC, the notions of "primary responsibility" and
"secondary responsibility" in the old days were needed to determine the
heading/filing word of the main entry and to distinguish between main entry
and other entries in a ............ card catalog.
