So, what exactly is the point of this? Is it to be taken at face value?
Personally, I'm getting more than a little exasperated, not to say
sickened, by NATO and the west always being painted as the 'bad boys'. From
the picture painted here, one could almost get the impression that Serbia
is the poor 'victim'of some vast conspiracy.... I am well aware that the
situation in the Balkans is complicated, and has been for at least the last
400 years, and will continue to be. Anyone who claims to know precisely the
'rights' and 'wrongs' of the situation doesn't understand it at all. And
yes, Serbia certainly does have a legitimate claim to Kosovo. And yes, in
terms of past atrocities, there are no innocents here, on any side. If we
want to get lyrical about it, we are all 'steeped in blood' (Hamlet). But
does this mean that Serbia is no more than an unfortuate victim of the
West's propoganda? No, it does not. Milosevic is a monster - note that I
don't say inhuman, because that is just what he isn't - of the highest
order, a man whose principles are non-existent, whose aims are no more than
to stay in power, who shamelessly manipulates Serb nationalism to further
his own egotism. If Serb ethnic pride hadn't been enough, another cause
would have sufficed. The man is evil. Obviously the media hypes up his
'high barbarity' - I don't think anyone is naive (or innocent) enough to
think of the media as a defender of truth - but please, lets have a bit
less of the belief that this hype means, ipso facto, there is no truth in it.
Okay, enough said on the man Milosevic. The overall view of the the west's
intellectuals is that because of a) the west's far from good record when it
comes to the rights of Others; b) our non-intervention in other dubious
situations (Turkey for starters), we should sit back, drowning in
post-modern angst and not intervene militarily. Well, it's one view. It
can be put forward as 'pacifism', as respect for international law, as an
indication that the west somehow repents of all its former sins.... Well,
I'm sorry, but heres how I think of it. I think of it as rank cowardice.
It's akin to standing by in the school playground while the school bully
kicks seven shades of shit out of the next kid. There has to come a moment
when - albeit recognising that you yourself are far from perfect; indeed,
that you may actually have played a large and active role in producing
conflict - you have to ask yourself the following questions: 1) What do I
believe in? 2) Do I believe in it enough to fight, inflict injury and
suffer injury in the name of it? In this case, e-mail exchanges and
Chomskian critiques are precious little help to the Albanians that have
been forced out of their homes. They live in the real world of disease, of
misery, of filth, of not being wanted, of a people that could very quickly
become an embarresment to the world if Milosevic is not crushed (and I use
that word to mean exactly that) extremely quickly. It seems that some
people are very quick to criticise, but far less able to offer constructive
solutions. Lets actually imagine, if only for a moment, that at least some
of those in the west might not just neo-imperialist oppressors and
upholders of NATO hegemony that they are sometimes painted to be, and
actually genuinely want a solution to this that will respect the human
rights of all those involved; and that the strategies they have employed
towards these ends may be in the form of violence, but are actually case of
making a choice of 'doing the least harm' rather than having that easy
choice between 'do good' and 'do evil'.

>during the Albanian civil war, extort money, search abandoned houses for
>anything of value and then burn the houses down to create political effect;

> (6) KLA irregular troops, who have declared a "general mobilization" and
>are forcing every available man into their military service. Those
>objecting are submitted to grave physical abuse and released only upon
>paying a ransom, and having sworn under threat of vendetta, not to tell the
>truth but to tell family and the media that they had been mishandled by
Serbs.
