I did not respond earlier to your message because of not having any
specifically UK experience to report on; but, as you are probably aware,
several US institutions have been implementing these, and more far reaching
policies, for years now, and might provide some experiences worth drawing on
on.

gives a quick overview of institutions.
Two excellent books providing detailed accounts of aims and experiences are

Dear ALT-members,
University support for student PCs
I would be very interested in hearing from anyone whose institution either:
o currently helps students acquire their own PCs through a beneficial
purchase or lease deal arranged at university level with a PC
supplier
o is thinking about offering such a deal to their students in the future
o has considered, but backed away from, such a deal.
At Hull we are planning to offer such a deal for students entering the 99/00
academic session. The deal would include hardware, a core suite of
applications software, modem or network card, installation, maintenance and
telephone support. We would like to learn from the experience of others who
have trod this path.
A similar question I put to this list a couple of year ago suggested that a
number of you were considering putting such a deal in place. I would be
interested to know what progress has been made.
