Minister Announces Interim Health Research Governing
Council
MONTREAL, QUEBEC--Health Minister Allan Rock today highlighted
proposals for a renewed governance structure for federally
sponsored health research, the Canadian Institutes of Health
Research (CIHR), and announced members of its Interim Governing
Council. The 1999 Budget allocated $240 million over the next 3
years to the CIHR, which is aimed at fostering a more integrated,
multidisciplinary approach to health questions.
"We believe the CIHR will help us to achieve the health research
policy objectives Canadians everywhere share," Mr. Rock said. "It
will improve effectiveness of our health system; position Canada
to be even more of a world leader in health research than it is
now; create more jobs in this leading-edge sector of the new
economy; and keep our best and brightest research minds and
clinicians at work, here at home. Above all, it will help improve
the health of Canadians."
The Health Minister indicated that he is delighted the
accomplished medical researcher Dr. Henry Friesen will head the
Interim Governing Council that will undertake the groundwork
necessary to put in place the CIHR. Dr. Friesen, an
internationally respected endocrinologist, is currently the
President of the Medical Research Council of Canada.
The Government of Canada announced its intention to help renew the
structure that supports much of Canada's health research in
response to the recommendations of a Task Force of leaders from
Canada's health research community. The CIHR, described in a
just-released document called Transforming Health Research for the
21st Century: The Canadian Institutes of Health Research, will
transform federally funded health research and work to build
strong and cooperative partnerships with research funders in
provinces and territories, voluntary health organizations and the
private sector.
While the CIHR is being developed, federal funding will continue
to be provided through such existing bodies as the Medical
Research Council, the Natural Sciences and Engineering Research
Council, the Social Sciences and Humanities Research Council,
Health Canada and the Canadian Health Services Research
Foundation. However, once the CIHR is operational in the year
2000, funding will be channelled through some 10 to 15 Institutes.
These would not be "bricks-and- mortar" institutes, but rather
pan-Canadian networks of researchers based in universities, health
and research centres, teaching hospitals and the public, voluntary
and private sectors.
The government will introduce legislation later this year to
create the new organization, which would incorporate the existing
Medical Research Council when it comes into being in 2000.
