ABOUT THE COURSE
This continuing medical education program is designed to assist clinicians and organizations in improving care using a rigorous evidence-based approach to clinical improvement. The majority of clinical material presented will have been developed through an evidence-based approach which includes a powerful and systematic process of evidence evaluation and synthesis. The conference will combine traditional medical education presentations with case studies and small group discussions.
Evidence-based Medicine is a key component for the future optimal practice of medicine. This course is oriented toward individual clinicians as well as organizational leaders interested in learning more about a rigorous approach to evidence-based medicine which is designed to provide quality of care as well as improve resource management.
Specifically, this continuing medical education course addresses:
* the need to improve understanding of the rationale and details of evidence-based clinical improvements.
* the steps toward understanding the evidence-based process of content development.
* specific topics of clinician interest.
* the use of evidence-based tools such as quantitative statements of benefit and harm from various choices, shared decision-making and concise useful formatting of best evidence.
OBJECTIVES
At the end of this educational program participants will:
* be familiar with key steps in evidence-based.
* have developed a shared decision-making process to use with patients.
* recognize and review management skills for congestive heart failure and primary prevention of cardiovascular disease.
* have obtained an evidence-based approach to diabetic care.
* be familiar with women's health care issues.
* review common and important dermatologic issues.
* have an evidence-based approach to Hepatitis C.
* be introduced to clinical uses of the world-wide web.
* have a systematic approach to uncomplicated urinary tract infection and sinus symptoms in adult women.
* review key steps in diagnosing and managing patients with asthma.
* be familiar with the evaluation and mgmt. of dysuria.

David Eddy is an internationally recognized authority on such topics as practice guidelines, technology assessment, outcomes research, mathematical modeling, quality and quality measurement, rationing and priority setting. The author of five books, innumerable articles, and a series of essays for the Journal of the American Medical Association, his writings span from technical mathematical theories to broad health policy topics. Collection of his policy essays has recently been published by JAMA. He has
received top national and international awards in applied mathematics, health technology assessment, health care quality, and outcomes. He has been elected or appointed to more than forty national and international boards and commissions including Consumers Union, the National Board of Mathematics, the World Health Organization Panel of Experts, and the National Committee for Quality Assurance and is a member of the Institute of Medicine/National Academy of Sciences. He was a Professor of Engineering
and Medicine at Stanford, and the J. Alexander McMahon Professor of Health Policy and Management at Duke University. He directed the Center for Health Policy Research and Education at Duke before he resigned to become an independent researcher and writer. Currently he is Senior Advisor for Health Policy and Management, Kaiser Permanente Southern California.

Matt Handley is a primary care physician from Group Health Cooperative of Puget Sound (GHC) in Seattle, Washington. Dr. Handley maintains a half time primary care practice and works for GHC as the associate director of Provider Education and Guidelines. He has been involved with multidisciplinary teams in the development and implementation of over 20 clinical practice guidelines. He has been the clinical leader in Group Health's guideline efforts for the primary and secondary prevention of
cardiovascular disease. His responsibilities include the management of the GHC clinical website which maintains over 2000 pages of clinical information. Dr Handley has lectured and worked with groups around the country to develop guideline programs. He is recently returned from a 6 month appointment as a consultant and trainer in Evidence Based Medicine and Guidelines for the Ministry of Health in New Zealand.

Dr. Louise Liang is Medical Director of Group Health Cooperative of Puget Sound, the nation's largest consumer-governed healthcare organization, serving 670,000 people in Washington and northern Idaho. Dr Liang is also President of Group Health Permanente, a professional corporation of over 1000 professionals that contracts with Group Health Cooperative to oversee and provide medical services and delivery system management services. From 1992 to 1997 she was Vice President of Clinical Operations and
Chief Operating Officer for the Straub Clinic and Hospital, a private multispeciality healthcare system located in Honolulu, Hawaii. Prior to that, Dr. Liang was Associate Medical Director at the Harvard Community Health Plan in Boston, Massachusetts where she was responsible for the operation of six health centers. Previously, Dr. Liang served as the Division Director, New England Region of the Public Health Service; Program Director, National Childhood Immunization Initiative, Office of the Assistant
Secretary of Health; Special Assistant to the Secretary of the Department of Health and Human Services, Joseph Califano; White House Fellow; and Director of Pediatrics at the Henry Ford Hospital Fairlane Center. In addition, she served on the Massachusetts Board of Registration of Medicine. Dr. Liang is chair of the Steering Committee of the Group Practice Improvement Network and serves on the board of directors for the Institute of Health Care Improvement. She was recently appointed by the U.S.
Secretary of Commerce to the Malcolm Balbridge National Quality Award, Panel of Judges for 1998-2000.

Neil A. Solomon, MD is the Clinical Strategies Consultant in the Care Management Institute at the Program Offices of Kaiser Permanente. His work focuses on improving quality and efficiency through the development of disease management strategies and other population-based health care innovations. He also works with Permanente physician leaders to review information on practice variation and to disseminate successful practices for internal clinical management improvement. He was the principal author of
the first Kaiser Permanente Adult Diabetes Outcomes Report. Dr. Solomon joined Kaiser Permanente from the Robert Wood Johnson Clinical Scholars Program at Stanford University School of Medicine where he performed health services research on a variety of clinical and health systems issues. His methodologic expertise includes risk-adjusted outcomes research, decision analysis and cost-effectiveness analysis, patient preference assessment, and work in guidelines development. Dr. Solomon's writings have
appeared in the New England Journal of Medicine, JAMA, Annals of Internal Medicine, and Stroke, among other publications. Recent speaking engagements include the American Diabetes Association, American Medical Association, Kaiser Permanente Geriatrics Institute, Society of General Internal Medicine, and the Institute for Healthcare Improvement.

Dr. Michael Stuart is Director of Provider Education and Guideline Development and of Medical Libraries at Group Health Cooperative of Puget Sound. In addition, he is Clinical Assistant Professor in the Department of Family Medicine at the University of Washington School of Medicine. He is on the Editorial Board and serves as a reviewer for Effective Clinical Practice. He is on the Board of Directors of the Kaiser Permanente Care Management Institute and the Technical Expert Panel for the National
Guideline Clearinghouse. Topics on which Dr. Stuart has authored or co-authored articles and book chapters include changing clinical practice, prostate cancer screening, cardiac risk management, preventive care services, and influencing physician behavior change through participation in evidence-based medicine projects. His work has been published in journals and books such as HMO Practice, the Journal of Urology, the American Journal of Preventive Medicine and Health Promotion and Disease Prevention in
Clinical Practice. He has presented and consulted extensively on evidence-based medicine, population-based care, facilitating provider behavior change and implementing clinical guidelines, managing for clinical outcomes, prostate specific antigen screening, and academic detailing.

You will receive written confirmation of your registration.
As an organization accredited by the WSMA Medical Education Committee to provide continuing medical education, the Group Health Cooperative of Puget Sound certifies that this program meets the criteria for 17 hours of Category I CME to satisfy the relicensure requirements of the Washington State Board of Medical Examiners, and for the Physicians Recognition Award of the American Medical Association.
The Office of Provider Education must receive telephone or written notification of your cancellation. A $35 processing fee will be deducted from refund requests received at least fourteen (14) days before the first day of the course. Requests for cancellation received within fourteen (14) days of a course will be given a refund less half of the tuition fee. No refunds will be issued following the beginning date of the course. The Office of Provider Education exercises the right to conduct its courses
based on meeting a minimum enrollment. This office reserves the right to cancel this course twenty (20) days prior to the course date. Each registrant will be notified and given a full refund. Group Health Cooperative is not responsible for any costs incurred such as airline or hotel penalties.
