The Fourth Editioon of the Guide to health and Safety at Sports Grounds (The
"Green Guide") makes it quite clear that the statutory ambulance service is
responsible for the provision of an ambulance where the crowd is expected to
exceed 5,000. This rersponsibility can be deputed to the voluntary or
private sector but the NHS remains responsible. The number of ambulances
form one of the requirements listed in the safety certificate issued by the
local council. The number of first aiders is similarly controlled, being an
average of i per1,000 spectators. The Green Guide is seen as best practice
for sports grounds but for popp concerts etc. the "Purple Guide" has similar
recommendations. They are both enshrining Taylor guidance which is
mandatory for league football and may soon be so for all gatherings.( I am
not a football fan , but interested in mass gathering medicine and sit as
the medical member on the Football Licensing Authority - QUANGO set up as
the result of Hilsborough to oversee safety issues and provide guidance to
councils etc.
