Recent research has focused on evaluating library services from the angles
of user satisfaction, social policy, technology and politics. This project
will explore how the disciplines and concepts of economics and economics
researchers can provide useful and valuable results.
The theoretical work and practical evaluations undertaken in the USA by
Getz, Kingma, Griffiths & King and Saracevic & Kantor will be reviewed and
a synthesis prepared. The concentration of this research has been on
academic and special libraries: here its applicability to public libraries
will be developed. The appropriateness of other economic analysis will be
considered - particularly concepts developed for health and other "non
profit" activities.
The large volume of data available in the UK to describe public library
activity will also be used to see how effectively it can clothe the
theoretical corpus already developed. Where possible it will be used to
make realistic assessments of value. Where this is not possible the
feasibility of specifying and collecting additional data will be explored.
>From this work a prototype model or models will be developed for trial and
a consultation process. This will include consideration of the likely
additional value to be derived from electronic and networked services as
these are introduced.
