We made these decisions for Admin Core (AC) based on:
1. DC has a particular descriptive/discovery focus
2. AC should work with other metadata sets independently of DC
3. We called it a Core to align with the concept of DC being a core
ie. it may have its own extensions in the future
4. We wanted to bring a stronger focus to elements such as e-mail contact
details, because of the nature of the functionality it is trying to
address
5. We wanted to indicate 'mandatory' elements
6. It would be impossible to use DC as admin metadata with META
tags (as you would not know which DC.Date you are referring to, etc)
We are in the process of reviewing all the comments we have
on the AC, and welcome more, and will release a new proposal
based on the feedback.
