Dear Markus,
The 1:1 rule definitely does not mean that each resource will be described
only once. Indeed, it implies that resources may be described by different
parties for different purposes and at different levels.
What it does say is that the metadata of one "set" of repeatable DC
elements refers to one information resource. The creator or creators, the
title or titles etc. are all about one resource. If we want to describe a
different resource, we use a new metadata set.
This becomes relevant in many situations where the information resource is
a complex object - a book with articles, a CD with many recordings, a
collection of personal papers in an archive, etc. - or an item that has
undergone transformations over time - versions, copies, derivative works etc.
We can create a metadata set describing the whole thing, or many sets
describing some, or all, of its components. The dc.Relation element links
the various metadata sets.
Some of the confusion about the 1:1 rule seems to be about whether we are
required to make metadata about each component/state (no one is required to
make any metadata) or about whether all the 1:1 metadata sets may co-exist
in a single physical record (of course they can, and many implementations
will construct these according to their own knowledge representation rules,
but for interchange purposes the export should be 1:1).
