Hi Jim,
It has been discussed many times if not in website-info... in
websupport@mailbase etc. If you go to mailbase archived messages are
searchable.
Now, probably guilty of starting another discussion, opinions below are
personal.

No.

No. Eventually you get a lot of bad variants.

Personally, no. Beauty/quality is in the eye of the beholder.

No (but the logo in the corner would indeed be nice).
A website has to be many things to many people and no single
corporate design will ever meet all expectations. The best an
institution can do is to encourage creativity and when there is a "bad"
page is should say so and act upon it, but a non-corporate page is not a
"bad" page.
