Many thanks to those of you who replied to my query about committee
papers.
I got responses from 8 sites who were actively doing something, plus a
number of others who were interested, and wanted a summary.
I was also refered to a JTAP project

I don't think it would be fair to mention sites by name in this summary,
but the majority of those who replied are producing minutes and agendas
only through conversion from wordprocessed documents. Some provide
templates for the original document which makes this process easier.
Some provide native and HTML versions, others just HTML. One site
favoured HTML since this facilitated the reader tracking through the history.
One site was producing minutes & papers using .pdf.
One site was looking at "Basic Support for Co-operative Work"
(a poor man's Lotus Notes), though more, I believe from a document
authoring point of view.
I didn't get the impression that anyone has the ideal solution as yet.
For the record, we have a trial committee online - papers, minutes and
agenda are provided in HTML and native format. However, the originals
are in no particular standard, hence the conversion is too time
consuming for this to scale well. We think it is important to provide
HTML and native formats as the former is more suited to WWW reading,
while the latter better supports subsequent re-working etc. of committee
materials.
