I've had a little think about this, and could probably produce a longish
list of detail issues, but at a grander scale I'd site:
1 - lack of institutional WWW strategy - who is it for? what is it for?
I, for one, operate in a "corporate vaccuum"
2 - disproportionate underresourcing in light of importance/use in the
institution (e.g. try comparing your institution's telephony budget
to your combined email/web budget)
3 - lack of authority/seniority - here's a question: What is the highest
level committee a WWW manager sits on? Not that I WANT to spend time
sitting around tables, but in academia this is a pretty good
indicator of your clout i.e ability to influence things.
4 - total failure to understand that any information service - and
ESPECIALLY the WWW actually needs to be managed!
