I don't call this job Web Manager. This to me is an IT post, perhaps
called something like Web Systems Administrator

My idea of Web Manager is the person whose job is to manage all of the
above activities for the good of the website and the institution.
This is also the person who has the task of tackling all the problems
we have been talking about regarding convincing senior managers of
the need to provide the resource to do the web job properly.
Ouch! Did I ever really say I wanted that job?
