Yes & no! It is the same in that it contains personal data (as do,
incidentally many paper based filing systems, cardex, etc.) and
therefore must be handled according to the principals of the act.
It is (probably) different in as much as you will not be exporting data
outside the UK, therefore do not have to deal with the particular
problem of "export to non-EEA countries". Technically, this MAY mean you
will not need to obtain explicit consent of the data subject if you can
demonstrate the processing is "necessary" (as defined by the act).
However, I would suggest that "technical evasions" are not in the spirit
of the act and while this may save you some initial hassle, I would
imagine that the problems you would have over the longer term in making
sure this data did not get used outside a very narrow remit would
outweigh any initial time saving.
