What a coincidence. I've just set this problem as a topic to be discussed
during one of next week's seminars by my IT and Society students
(http://www.qub.ac.uk/mgt/itsoc/sem/policy.html).
Seriously, involve all stakeholders: not just your important customers
like students and outside readers of your research, but also their
servants such as lecturers and webmasters, and their servants like
administrators and vice chancellors who have the job of ensuring the
institution supports the creation, synthesis and dissemination of
knowledge.
