Further to the Russian visa question, I can report the following
personal experience.
I have just been to Yaroslavl', one of the people with whom I went
was my daughter who now works in Brussels. We were guests of/visiting
the Yar. Ped University.
When my daughter took her application with letter of invitation to
the Embassy in Brussels they would not give her a visa without a
stamp from the local authorities in Yaroslavl' - but were happy for
the new invitation to be faxed direct to them quoting the 'case'
number.
This took place before applications were made in the UK, so my
colleague in Yaroslavl' went to the trouble of sending a second
invitation for use in the UK. In fact, I decided in the first
instance to use the original version. This was indeed accepted and
visas given without the need for the endorsement of the invitation of
the city council.
Obviously, it depends.....
