The ecconomic costs of natural disaster are acknowledged to be higher in
developed countries and lower in less developed countries; whilst social
costs are highest in less developed countries. Therefore "costs of natural
disasters", if considered internationally, needs to take account of social
costs, such as deaths, injuries and homelessness, as well as the direct
economic costs.
Seeking only economic costs maybe a reflection of our own viewpoint in a
developed country of the most significant issue. Closer experience of
homelessness might alter that perception ?
For some comparative figures on homelessness, you could do worse than to
start with "Tropical cyclones and island states" in "Shelter, Settlements,
Policy and the Poor" IT Publications, London (1991).
