The Yellowstone Methodist Annual Conference shall adopt the following 
resolution for submission to the General Conference of 2000 for inclusion in 
the United Methodist Book of Resolutions.  The secretary of the Yellowstone

to the General Conference deadline to the General Church, as well as to all 
members of the Idaho, Wyoming, and Montana Congressional Delegations.  Add

WHEREAS, the 1872 General Mining Act has remained virtually unchanged since 
its enactment, the law gives highest priority to hard rock mining over all 
other land uses, including agriculture, recreation, sacred ritual, historic 
preservation, and wild life habitat, and WHEREAS this law provides for no 
adequate federal cleanup standards or enforcement for past or present mining 
pollution and, WHEREAS, this law permits individuals and companies to file 
claims on public lands and then to purchase these lands (the process of 
"patenting") for the 1872 price of $2.50 to $5.00 an acre, and, WHEREAS the 
deletion of high grade ore and the price of gold has caused an acceleration 
in the mining of low-grade ore through cyanide leach processing, thereby 
removing mountains for the attachment of a few ounces of gold and 
contaminating water sources for future generations.  THEREFORE be it
resolved by the General Conference of the United Methodist Church that the 
Congress of the United States abolish The General Mining Act of 1872 and 
adopt laws ensuring adequate environmental and economic regulation of the
hard rock mining industry so that the protection of air, soil, and water is 
ensured, the full reclamation of mined lands (past and present) takes place, 
fair compensation is ensured to the people of the United States for their
minerals and resources, the patenting process is ended, and federal agencies 
managing the public lands have the authority to weigh all values on equal 
basis before either allowing or denying a permit to mine.
