assist with an evaluative consultancy linked to a training and research
project on women in radio, the details are below.

Project Evaluation Consultancy
Introduction
Permanent Waves is a project that is providing training and access to women
in to radio. The project responds to employment patterns and labour market
trends in women's employment in radio. It targets disadvantaged women and
returners, developing and piloting new, innovative training methods,
materials and support mechanisms to develop skills in areas where women are
under-represented (eg engineering, technology and presenting). Business
training will be delivered, responding to expansion in women's
self-employment and interest in community media businesses. Training
delivery is complemented by research into industry attitudes and employment
practice, focusing on sharing models of good practice and positive role
models. Innovative practice and dissemination is enhanced through the
transnational dimension including networking, joint training, sharing of
resources and exchange of trainers and trainees.
Permanent Waves is co-ordinated by the CMA in partnership with University
of Sunderland, Women's Radio Group, Bradford Community Broadcasting and
First Love Media Training. It is guided by a Steering Group with
representatives from each of the partners. An outline of the actions to be
undertaken by the project is appended.
The purpose of the evaluation consultancy is to provide a thorough
independent assessment of the effectiveness of the project in achieving its
objectives. The evaluation will also identify models of good practice and
will identify success factors in providing pathways for women into
employment in the radio industry. The evaluation will include assessment of
performance against the following indicators.
Qualitative indicators
. Effectiveness of new training materials and methods on standards of
training delivery measured by take-up and user feedback
. Effectiveness of new training materials, methods and support mechanisms
on women accessing training and employment opportunities measured by
trainee follow-up survey, observation of trainees and interviews
. Impact of models of good practice and positive role models in changing
attitudes and perceptions measured by sectoral survey.
. Impact of research study on women's employment in radio measured by
employer feedback
. Impact of research study at transnational level measured by feedback from
recipients
Quantitative indicators
. Throughput of beneficiaries completing training in engineering, DJ,
presenting and reporting skills
. Throughput of beneficiaries completing business training
. Throughput of beneficiaries completing training for trainers
. Output of publications and training packs produced by the project
. Throughput of beneficiaries completing transnational study tours and
bilateral exchanges
How and when will the work take place?
1) The evaluation will take place throughout the remainder of the project.
The first thing the job holder will be expected to do is to produce a
comprehensive evaluation plan.
2) They will produce quarterly reports to the project management group, an
interim evaluation report in November 1999, and a final report in June
2000.
3) Internal and external data gathering techniques will be used including
interviewing trainees, trainers, advisors and researchers, observation of
training techniques.
Who will the post holder be accountable to?
1) The line manager will be the Project Co-ordinator.
2) The Evaluator will provide regular reports to the Project Management
Group.
3) Support will be available from CMA administration staff and by local
partners.
4) The post holder will identify what local evaluation can be carried out
by local partners and this will be negotiated and incorporated into local
project plans and sub contracts
How the results will be used
1) To revise and adapt plans during the project
2) To validate and promote activities happening at the local and national
levels
3) To inform the transnational evaluation
4) To influence future policy development in the field of women's training
and employment in the radio industry
The final report will be available on the Internet and in hard copy with
extracts being reproduced in industry publications. The copyright of the
report and all findings of the research remain the sole property of the

Proposal
Proposal to tender for the independent evaluation work should consist of
1) An outline of the methodology to be used
2) A budget
3) CVs of the principal researchers to be involved
Selection criteria
Preference will be given to proposals which
1) Demonstrate an understanding of the requirements of the work to be
carried out
2) Demonstrate competence in the proposed methods to be used
3) Demonstrate experience of research work on women, training and/or the
media
4) Demonstrate value for money
Budget
The Community Media Association has a maximum budget of ?10,000 for this
work and this should be taken into account when costing proposals. The CMA
would welcome proposals from those who are able to bring a significant in
kind contribution to the costs of the research from their own institutional
resources.
