A consortium of museums in Kent is seeking someone to write up the detailed project plan for a shared, image-based union catalogue, accessible from every participating museum, from libraries and on the web. Funding for the project has been agreed in principle. Much of the detail for implementation has been investigated and settled. The task now is to write it up into the final project plan, with milestones and targets, and to finalise the budget. There are also some interesting issues still to resolve, including (eg.) policies for copyright, charging, marketing, web-offerings, long-term maintenance, volunteers (training and recognition) and educational resources, job specifications, organisation structures. Here the consultant's task will be to advise the consortium and write their choices into the project plan.
In my view, the fee the consortium are offering for this part of the task is enough to attract a good candidate. There may also be the possibility of follow-on: one of the tasks is to write the job-specification for the project manager to take responsibility once the project goes live.
