What there ISN'T is a copy of the full report on the responses produced by
Chambers and Stoll (unless I missed it? The 'full report' is just the UPG
report, with the exec. summary from the other report appended). The
Chambers and Stoll report seems to be a clear and full analysis (it's quite
long, I got it passed on as a member of Scottish Branch Committee).
Hopefully this report will be on the LA or IIS web sites soon.
Scanning the Unification Planning Group Response, it doesn't seem to
address some of the issues e.g. there is no proposal to clarify the
information about SIGs further, although there was a clear call to do so
(though it does make it explicit that SIGs can't have outside members, and
says that OILs have to have no more than 80% outside members - would that
exclude CIG?); Scottish concerns are not addressed (there is a question as
to whether the Scottish Library Association can represent the views and
meet the needs of the Scottish IIS members, esp. as it seems to be ignoring
the merger debate and appears to have no intention to change its name from
the 'Scottish Library Association').
I imagine, however, the talking point may be that it now proposes that the
name of the association be the Chartered Institute of Information
Professionals. This is on the basis that in the consultation exercise more
people said that they preferred this (formerly the 'strapline') to the
proposed name, than said they actually liked the name. However, it isn't a
majority that said this, and I think there were (just) more that either
explicitly approved the first suggestion or said it was an acceptable
compromise. Also there could be people saying 'For goodness sake even the
strapline is preferable to this suggestion' included in those that
preferred it.
A quote from the full UPG report
"Some respondents argued for an alternative umbrella organisation which
would in effect leave both the IIS and the LA as they are. The umbrella
would provide a shelter for them and any other organisations in the wider
information world which wished to join. We had considered this option in
depth at our earlier meetings and rejected it.* In the light of the
comments we received we revisited the idea, but on reflection we still
believe that this would simply add another costly layer of bureaucracy to
little or no effect."
*despite the fact the it was supported by IIS Council.
