I'm not aware of any entirely formula-driven budget except Newcastle where
they had (have still?) a budget for the library based on a given percentage
of University total income. Technology changes so fast that I would be
sceptical of the usefulness of a formula for the wide area you mention.
Also, local circumstances like degree of physical spread will affect network
costs. It is of course practical to benchmark local spending against
averages or selected instructions as recorded in the SCONUL and UCISA
databanks.
