Since this seems an important issue and Jim shows sensible caution in
making declarations on copyright legisltation....
I double checked with our copyright expert (Graham Cornish) who
confirmed that this advice is correct as stated.

I'm sure others will advise you more expertly, but I am confident that
the contents page is treated as an article, and therefore to make more
than a single copy of it infringes the law.
To send contents pages to more than one person, you need to:
- get copyright clearance for EACH JOURNAL TITLE, in WRITING from the
publisher.
OR type in the contents yourself, and then you can make as many copies
as you like (this is what SWETs and others do)
OR subscribe to a commercial cotents page service.
