a) as soon as a new edition comes out
b) as soon as a subject specialist ie a clinician in the field can be
persuaded to vet your choice of items to go and give the thumbs down.
c) older than five years would be a good starting point especially
if it has not been used.
d) some "classic" items might have to be kept but should be known
as such
e) a bit depends on the type of book eg general background textbook
or research monograph, review of current knowledge
In your subject area I would think you need to be pretty ruthless and
the emptier the shelves look the better for your funding prospects.
