Humanitarian Intervention in the Wake of Kosovo Refugee Crisis
Guest Editor: Susanne Schmeidl
This issue of Refuge, Canada's periodical on refugees, will discus the
refugee crisis in Kosovo and its regional as well as international
implications, with a focus on challenges to humanitarian intervention.
Kosovo (since Bosnia) is the most recent refugee crises immediately
knocking at the door of Europe. Recent figures show that up to half a
million people have been forcibly expelled from their homeland. In
addition, many are internally displaced because they do not want to leave
or are prevented from leaving the country (not counting the Serbian elite
who has been able to take refuge as tourists in neighbouring Hungary). This
new displacement poses serious challenges for human security of refugees,
regional security of the neighbouring refugee receiving countries
(particularly Macedonia), and international political stability as well.
The West, with a few exceptions, is reluctant at this point to accepted
refugees from Kosovo. This can be seen as another exhibition of "Fortress
Europe" ideal. One could also argue that many people from Kosovo do not
want to be regarded as refugees for fear of relinquishing claims to their
homeland. In addition, the question of third-country resettlement arises.
Whether refugees will be able to return to their homes in the near future
depends on a peace agreement and if the so-called "safe haven" can be
guaranteed for them.
Topics addressed in the issue will include:
o The causes of the Kosovo crisis (politics, NATO etc.);
o Refugee expulsion and flight;
o Human security issues;
o Third-country resettlement;
o Security in refugee camps in neighboring countries;
o Implications for regional security;
o Implication for national security such as Kosovo;
o Implications for international stability;
o Discussion of solutions such as safe zones;
o Discussion on repatriation options (or other permanent solutions), and
under what circumstances; and
o One week rise and fall of Kosovor refugee resettlement in Canada.
Contributions with abstracts and a short biographical note about the author
are invited. They should be received ASAP or no later than May 31, 1999.
Papers should be typed, double-spaced, and referenced in the academic
format. They should not exceed 16 pages or about 4000 words. Short papers
of about 900 words are also welcome. Word-processed submissions may be sent
on disc or by e-mail.
On accepte aussi des articles en français. Le style doit conformer aux
normes exigés pour les articles rédigés en anglais.
