Colleagues,

As a follow up to yesterday's e-mail this morning we have received details 
of Equatorial Guinea's formal acceptance of an equidistant Median Line in
its border disputes. 

Below are the formal details and the co-ordinates

We have heard that Sao Tome is ready to sign on this basis but that 
Nigeria and Cameroon currently prefer to continue the bilateral 
negotiations.

        DECRETO-LEY No. 1/1.999, de fecha 6 de marzo, 
por el quo se detormina la Línea Mediana 
como Frontera Marítima de la República de Guinea Ecuatorial

Visto el Decreto-Ley número 15/1.984, que determina el Mar Territorial y la
Zona Económica Exclusiva de la República de Guinea Ecuatorial.

Visto asimismo el Convenio del Derecho del Mar que Guinea Ecuatorial es
parte; y

De conformidad con el entorno geográfico y los antecedentes significativos
de la zona, así como el criterio universal de la equidistancia,

En su virtud, a propuesta del Ministerio del Interior y Corporaciones
Locales, previa deliberación del Consejo de Ministros, en su reunión del
dia   de Marzo de 1.1999.

DISPONGO

        ARTICULO 1. - Los límites del Mar Territorial y la Zona Económica
Exclusiva en la zona Marítima al Norte, Costa-afuera do la Isla de Bioko y
Rio Muni, República de Guinea Ecuatorial, son las líneas geodésicas que
conectan los siguientes puntos:

        ARTICULO 2.- Los límites de Ia Zona Económica Exclusiva en la Zona
Marítima al Sur, Costa afuera de la Isla de Annobón, Republica de Guinea
Ecuatorial, son las líneas geodésicas que conectan los siguientes puntos:

ARTICULO 3 - Entre los puntos 125 y 141, el límite de la zona Económica
Exclusiva está constituido por 200 millas náuticas mar adentro de la línea
de base desde la cual se mide el Mar Territorial.

        Todos los puntos y las lineas hacen referencia al WGS 84.

        ARTICULO 4. - Los límitos de la jurisdicción marítima de la
República de Guinea Ecuatorial, tal como se determina en los artículos 1, 2
y 3 del presente Decreto-Ley, tienen la intención de no causar perjuicios a
cualquier otra decisión que pueda tomar el Gobierno en el futuro con cada
uno de los Gobiemos de sus países vecinos, respecto a los limites de la
indicada jurisdicción marítima en dichas áreas.


DISPOSICIÓN DEROGATORIA

        Quedan derogadas todas las disposiciones de igual o inferior rango
que se opongan a lo dispuesto en el presente Decreto-Ley.


DISPOSICIÓN FINAL

        El presente Decreto-Ley entrará en vigor a partir de su publicación
en el Boletín Qficial del Estado y en los Medios Informativos Nacionales.

        Así lo dispongo por el presente Decreto-Ley, dado en Malabo, a seis
días del mes de Marzo del año mil novecietos noventa y nueve.
