It depends on which system you're telnetting to. If it is a
Unix-like system (SCO, Linux, Solaris, BSD etc.), you can use vi ---
all Unix-like systems have it.
If you're telnetting to a Windows system, you can use edit.
That is: telnet creates a character mode window on the system which
you connect to.
