The European Research Network on Voluntary Approaches - CAVA

Subject The efficiency of Voluntary Approaches in environmental policy -
what can be derived from theory ?

Workshop

The workshop will be held in Copenhagen in Eigtveds Pakhus, an old
storehouse in the central Copenhagen, May 25-27, 1999. The workshop is
organized by AKF and hosted by the Danish Energy Agency

The aims of the workshop are to identify conditions under which voluntary
approaches (e.g. voluntary agreements, co-regulation, covenants,
nego-tiated agreements) can be expected to be efficient. Basis for this are
presentations and discussions of theoretic work from Europe, Asia and USA.

The workshop is focusing on VAs as a policy instrument in the environmental
policy. VAs can play different roles: As an alternative to e.g. taxes, as
an alternative policy formulation process, and as unilateral declared codes
of conduct.

The term, efficiency, can be considered from a static as well as a dynamic
viewpoint. Also equity and institutional demands to the regulator and the
regulated can be considered.

We look forward to receive papers addressing this from various theoretic
viewpoints, e.g. general principal agent, game theory, pigouvian regulation
theory, econometrics, and for political scientists network or institutional
theory.

The papers will be reviewed for selection by a scientific committee.
Accepted papers will be published.

A second seminar on the efficiency and effectiveness of VAs will be held in
the spring of 2000. It will focus on empirical evaluations of VAs from an
ex post perspective.

The CAVA project is funded by the European Commission, DGXII.

ordinary mail, and include a one page abstract, no later than March 1,
