Dear Alison/list members
Thank you very much for this information about empowering consumers in
critical appraisal and other skills. There have also been a few small
CASPinternational network projects abroad e.g. in the USA and one is
planned for Canada later in the year.
Are any list members planning work with consumers in the near future?
Would you mind describing what format your work will take and how you
plan to evaluate your teaching to consumers? if you have already
carried out a programme, have you any interesting tips to share?

>1. C.A.T.C.H.C. Critical Appraisal Training for Community Health Councils
>This project commenced in Feb 1997 and sought to introduce critical appraisal
>skills to Community Health Council (CHC) members and staff in the Anglia and
>Oxford region. The project was launched at the annual regional conference for
>CHCs in 1997, the theme of which was effective health care and the use of
>evidence. Mini CASP taster sessions allowed us to do some preliminary
>evaluation and a pilot workshop helped us tailor the workshops further. A
>series of regional workshops began in Dec 98 and ran to May 99.
>Attendance at these workshops was superb and they turned out to be challenging,
>thought provoking days both for the participants and the workshop teams.
>In Jan 1998 all CHC sites were provided with a year's subscription to the
>Cochrane Library and Update Software provided the software training.
>The project is being evaluated using post workshop questionnaires, team de-
>briefings, and participant focus groups and telephone interviews six months
>after workshops. A final report will be available in June 99.

>2. CASP for Maternity Service Liaison Committees
>
>2.1 CASP for MSLCs 1
>The original project, which was funded by the Dept of Health, was rolled out in
>England only. The full report and summary report are available from CASP
>office.
>
>2.2 CASP for MSLCs 2
>The second project, funded by the Anglia and Oxford Regional Office of the NHS
>Executive, covered all MSLCs in the Anglia and Oxford Region. An evaluation
>report is currently being compiled, and will be available in June 99. Further
>national MSLC work was undertaken with the under-spend from original project.
>An evaluation report is currently in progress and will be available in June 99.
>
>2.3 CASP for MSLCs 1 Longer term follow up
>Participants from the original 96/97 workshops were followed up with post
>workshop questionnaires 1 year after their original workshop. The analysis has
>just been completed (the project worker has been busy having a baby!) and the
>report will be available in the next month or so.

>3. IMPACT.
>IMPACT is a training tool, integrating CASP and VOICES ( developed by the
>National Childbirth Trust to ensure that consumers make their voice heard) that
>has been developed with funding from Oxfordshire Health Authority and
>Oxfordshire Social Services. The Patient Partnership Strategy has been used to
>develop a locally sensitive strategy through the Patient Partnership Group and
>a
>principle aim of this project was to provide training to a multi-disciplary
>group with users, carers, health and social care professionals.
>
>The programme for the two day workshop has evolved during the project and
>includes an interactive critical appraisal session which does not follow the
>traditional model.
>
>The training is for:
>* Consumers
>* Healthcare Professionals
>* Carers
>* PCG Board members
>* Healthcare committee members
>* Anyone who is, or would like to be, involved in decisions made about
>healthcare
>
>
>Each IMPACT workshop takes participants through a range of activities supported
>by a resource pack which is full of useful information. All sessions are
>interactive with many practical elements. Actvities include confidence building
>and how status can impact on effective communication, decision making in the
>NHS
>and the value of different sorts of evidence, critical appraisal, effective
>communication and putting together a case for change during which participants
>develop an awareness of how it feels to be involved from a perspective that is
>not familiar to them.
>
>During the workshop, awareness and appreciation is developed about the valuable
>input of all those involved in the decision making process and what they bring.
>At the end of the two days participants have experienced a stimulating,
>thought-
>provoking and practical workshop.
>
>Initial evaluation has shown that many participants find that they are able to
>make use of their increased skills and knowledge immediately. The multi-
>disciplinary nature of the workshop enhances networking and confidence is
>improved in, for example:
>
>* making a case for change
>* getting involved in discussions about health care
>* finding evidence
>
>4. Health information services.
>In 1995 CASP ran pairs of workshops on appraisals of RCTs and systematic
>reviews
>for people working in health information services. 55 people attended the pairs
>of workshops and a further 29 attended individual workshops. The evaluations
>showed that participants felt more confident of their understanding and ability
>to discuss technical terms which were addressed int he workshops.
>Recommendations arising from the project addressed the training, skills,
>support
>and guidance consumer health information services will need if they are to
>provide evidence-based information in appropriate formats to enable users to
>make imformed choices between treatment options. This project was funded by the
>Kings Fund.
