A modified version (98-209r2) was passed as specs and syntax. The
edits were passed in 98-211r2 and have been incorporated into the
next draft of the standard (the one that should be on the server in
a few weeks, I hope).
I would say that the most significant modification compared to the
proposal in the original 98-209 was the addition of formatted stream I/O.
My personal and unofficial evaluation is that there was wide consensus
on adding the feature in general. There was debate about some details.
I don't recall any argument at all that we shouldn't do the feature;
the debates were more over how much additional functionality it
should have over the bare minimum. And I would characterize those
debates as mostly minor. None generated a lot of heat; one question
was put off to decide later.
