Here is the PRO position on this matter, supplied by Tim Padfield, our
Copyright Officer:
We supply some electronic copies of documents, but at present for most users
it is better for them to buy slides and digitise them themselves.
We have some digitised material on the PRO website already, and more will
become available once the on-line picture library is launched. That is
likely to:
* use low resolution images on the website so that they are
little use to people except for reference;
* supply high resolution electronic copies on-line with
fingerprint and watermark protection (the first provides the source
institution with data on subsequent use of the image, the second marks it
with the source institution's name so that users know where it comes from),
with a licence for use and in return for a fee.
We license the use of images on other people's websites for between 6 months
and 2 years, and require the licensee to renew the licence (and pay a
further fee) or cease use of the image at the end of the licence period. In
time we are likely to start supplying digitised copies for this purpose,
with fingerprint and watermark protection as above, instead of relying on
the user to digitise from slides. That will make it easier to identify
infringers.
