Phase-out of halons: further news
The Global Atmosphere Division of the Department of the Environment,
Transport and the Regions (Floor 3/A3 Ashdown House, 123 Victoria
Street, London SW1E 6DE; telephone 0171 890 5233; fax 0171 890 6634)
has recently issued a leaflet entitled New controls on ozone depleting
substances. This gives advance warning of the European Community
Regulation, still under development but likely to come into force some
time during the year 2000, which will replace Council Regulation EC
3093/94 and will introduce new controls on the supply and use of all
ozone depleting substances. The ban will affect refrigeration and
air-conditioning equipment, but also halons used for fire fighting.
With regard to halons, the leaflet states that:
1. There will be an immediate ban on their sale from the date the
Regulation comes into force.
2. They will be banned from use in existing fire protection systems
from 31 December 2002, with mandatory decommissioning before 31
December 2003.
3. The Regulation will make compulsory the controlled recovery and
disposal of ozone depleting substances as soon as it comes into force.
