We are seeking to recruit a Research Fellow to work in the Centre for
Health Economics at the University of York. The position will be within
the Team for Economic Evaluation and Health Technology Assessment
(TEEHTA) and will be focused on applied research projects in the
economic evaluation of health care programmes. The successful candidate
will have the opportunity to work in a range of projects within the
team, but these are initially likely to include evaluations of sentinel
node biopsy in breast cancer and atrial fibrillation. If the successful
candidate has limited research experience, a programme of training will
be agreed.
The successful candidate will have strong quantitative skills and a
higher degree in health economics or in another discipline involving the
application of quantitative techniques to decision making (e.g.
operational research). Applications from individuals with experience in
decision modelling will be particularly welcome. For appointment at the
Grade 2 level, the applicant should additionally have some experience in
developing and supervising research projects and hold a successful
publications record.
The post will be for a period of 12 months initially. Depending on
qualifications and previous experience, the appointment will be made on
the RA1 (15,735 - 23,651 UK sterling) or RA2 (21,815 - 29,048 UK
sterling)

1. The Centre for Health Economics (CHE)
The Centre for Health Economics (CHE) was established in 1983 and
brought together existing research activity in health economics in
York. The principal objectives of the Centre are to create and
disseminate knowledge about health and health care and research is
funded from a range of sources including the Department of Health, which
provides ‘core’ research funding until 2001.
>From 1996 CHE was organised into a series of teams which work in seven
broad areas:
· Economic Evaluation and Health Technology Assessment
· Measurement and Valuation of Health Outcomes
· Primary Health Care
· Resource Allocation and Deployment
· The Economics of Preventative Medicine and Addiction
· Health Policy
· International Health Care
As part of its research programme, CHE is involved in two major national
collaborations:
· The National Primary Care Research and Development Centre (with the
Universities of Manchester and Salford)
· The National Co-ordinating Centre for Health Technology Assessment
(with the Wessex Institute of Public Health)
In addition CHE works closely with the related academic departments and
Research Units within the University of York. Well established links
exist with the Department of Economics and Related Studies (DERS)
(strengthened in the last two years by the creation of jointly-funded
PhD Studentships) and with the NHS Centre for Reviews and
Dissemination. Similar relationships exist with both the Social Policy
Research Unit, the York Health Economics Consortium and the Centre for
Housing Policy. CHE is also strengthening more recent links with the
Department of Health Sciences and Clinical Evaluation, particularly in
the area of economic evaluation.
In total, the health-related research and teaching activity in York
encompasses a vast network of research and support staff. This
multi-disciplinary research base offers a wealth of opportunities for
researchers in CHE who are approaching health and health care issues
from (primarily) the perspective of economics.
2. The Team for Economic Evaluation and Health Technology
Assessment
(TEEHTA)
TEEHTA is the largest team in CHE, currently consisting of eight
research staff, four training fellows or PhD students and a Research
Administrator. The Team focuses on research and consultancy relating to
the assessment of the cost-effectiveness of health care programmes and
interventions. The Team has completed and on-going applied projects in
diverse clinical areas including angina, management of sepsis,
management of mental health problems, minimal invasive surgery and
prevention of osteoporosis. The Team also has a range of methodological
interests including decision analysis and value of information
techniques, handling uncertainty in economic evaluation and outcome
valuation. Funding comes from a range of sources including the NHS R&D
Programme, MRC, charities such as The National Osteoporosis Society and
commercial sponsors such as pharmaceutical and medical service
companies. The Team has developed strong links with clinicians and
other researchers outside the University, in particular those based at
the universities of Leeds and Manchester.

3. The Post
The position will be within TEEHTA and the duties will be concentrated
on applied cost-effectiveness analyses. The duties will span a range of
research projects, but initially will focus on an economic evaluation of
sentinel node biopsy in breast cancer (a new approach to reduce the use
of invasive surgery in women undergoing surgery for this form of cancer)
funded by the MRC and a cost-effectiveness analysis of a new drug
therapy for atrial fibrilliation involving international collaboration.
Both of these studies are based on decision analytic models and we would
be particularly keen to receive applications from researchers with
experience in these methods. Over time, the successful candidate would
have scope to identify their own empirical and methodological interests
in the area and there will be every opportunity to work with other teams
in CHE.
If the successful candidate has limited research experience, we will
agree a programme of training to be undertaken in parallel to their
research including taught courses in health services research and short
skills-based courses (eg in the use of particular computer packages).
4. The Person
The essential requirements for the post are:
(i) a good post-graduate degree in economics or, preferably, health
economics,
or a quantitative discipline such as applied statistics or
operational research;
(ii) good statistical skills;
(iii) interest in economic evaluation;
(iv) ability to organise and carry out specified duties;
(v) good writing skills;
(vi) ability to work as a member of a research team; and
(vii) good interpersonal skills.
For appointment to a Grade 2 post, the person would also be required to:
(i) have a good research record;
(ii) have experience of managing research project(s); and
(iii) a good publications record.
Desirable but not essential requirements:
(i) knowledge of the organisation of the British health service;
(ii) experience in decision analytic modelling;
(iii) experience with spreadsheet software.

Fixed term contract of one year in the first instance with an
expectation of extension subject to performance review.
