Title: An analysis of fuel poverty in Scotland - Evidence from the 1996
Scottish House Condition Survey
Abstract: The 1996 Scottish House Condition Survey data has been used to
estimate the extent of fuel poverty in Scotland and to address the issue
of the extent to which dwelling improvements can eradicate the problem.
The presentation will briefly describe the issues in defining fuel
poverty, present the main findings on the extent of fuel poverty and
indicate the groups in which it is a particular problem. The impact of
a range of dwelling improvements including insulation, replacement
windows and installation of central heating will be described in terms
of the reduction of numbers of fuel poor households.
The analysis of fuel poverty relies on the modelling of household energy
requirements - in the last part of the presentation these will be
compared with actual reported energy costs.
