As this may interest a lot of people "out there", I am risking a general
mail to the mailbase!
Here at the Uni of Herts, we have checked the position with HEFCE and with
DfEE. HEFCE's understanding is that HEIs should be able to charge the
EDEXEL / BTEC registration fee to students who do NOT receive LEA funding
support & are therefore paying the entire 1025 gbp fee (or overseas fee, of
course) themselves. For students who do receive LEA funding support, the
implication appears to be that the HEI cannot pass on the external reg fee
to the student because that would constitute a "top-up" fee that is not
allowable under the DfEE's rules. The HEI would have to pay the reg charge
itself.
HEIs should receive compensation through the funding council via the block
grant mechanism, but it appears that this compensation will not necessarily
be linked to the actual number of EDEXEL-type students year by year. The
other little conundrum is what about students on Social Work courses where
a CCETSW reg charge is payable - it appears to be unclear whether the HEI
would receive compensation from HEFCE for Social Work students, where the
HEI cannot invoice the LEA or SLC for this reg charge.
However, being the super-cautious boring bureaucrat that I have become, I
have asked DfEE Student Support Division in London to confirm that all this
is correct. Their advice awaited. If I hear anything, I will advise the
network. Apologies if anybody knows more than I do, and can correct any
errors in this mail.
