It leaves the LEAs up the proverbial creek without a paddle. My "local" LEA
is extremely worried about these matters, because they will still have a
duty to determine whether a student not only is eligible for fees support
but continues to be eligible for such support. Unless they are told of
factors which affect a student's eligibility (intercalation, transfer,
repeat period of study, progression to next academic year), they are not
going to be able to make this determination. They are worried that there
will be endless wrangles between students, LEAs, SLC and HEIs, each blaming
the other for not providing them with proper information. It may be that
when (if?) we ever get any concrete advice from DfEE and SLC on these
matters our fears, and that of LEAs, will be allayed, but until then they
won't be.
Incidentally, has anyone actually received anything in writing from either
the DfEE or the SLC about the annual reporting exercise? If so, I'd be
glad to know of it!
