I think that we will have to store the LEA still, as I think that we have to
inform the LEA and the SLC if a student withdraws (see DfEE to instiutions
13 April, sections 8 and 9, which seem to suggest this 'subject to
determination of the LEA'). I would love to be told this is an incorrect
reading of things.
I was toying with the idea of storing the LEA as a sponsor paying zero, or
another bright idea is that if the SLC always pay (and the LEA never do),
then if the Fee Payer Type is an LEA then we send the bill to the SLC (in
which case we would not require the SLC as a sponsor). I don't know if
things are that clearcut, though.
Re the AS1/2 exercise, is there a source that we can quote, as I try to
point people to original documentation where possible (and not that I
mistrust the answer). If not, then I'm sure I'll come across it.

For "new" students there will be no AS1/ AS2 process.
This relieves us of a chore, but to balance that out we will be responsible
for ensuring that cheques are handed out only to those students who are
properly registered for the course for which they have been given student
support. The onus will be on us to make sure that we do not give out
cheques to those who are not allowed to continue.

It was unclear at the Student Record Officers' Conference where
AS1/2 reports should be sent for 'new' students.
Once the payment is coming from the SLC our intention is to hold the
SLC as the student's sponsor and would, therefore, expect the AS1/2
to be sent to them. At the conference the SLC did not appear to be
expecting them, even though the SLC is meant to be our point of
contact for new students.
Clarification of this would be very useful
