Pam,
(1) SSINs are useful, so keep them coming.
(2) A conference (s) would be useful, but not until most of the loose ends
are tied up at DfEE.
(3) What would be nice would be some forms for EU students, both current
(i.e. 98 starters) and incoming (99). We still haven't had these forms,
and we do need to get them out as quickly as possible.
(4) Specific areas of concern:
(a) reporting: yes, it looks like reports to SLC rather than LEAs, but LEAs
need some of the information too (anything which could affect a student's
continuing eligibility such as transfers, annual reports). Do we rely on
SLC to tell LEAs, or do we end up copying everything to LEAs?
(b) will these reports, particularly the annual reports, have to be made in
a certain format? If so, we need to know soon, so that our programmers can
make the necessary changes to our existing programs.
(c) could DfEE officials try to restrain ministers from making yet more
policy on the hoof and in press releases? Any information on part-timers
and benefits (Blackstone's 29 January statement) would be welcome.
(d) clarification on position of modern languages students undertaking
unpaid placements abroad (is it full fee or half which we collect?). One
school of thought says it's half; another that such students are not
undertaking a period of experience (because unpaid placements are not
gainful employment and only gainful employment counts as periods of
experience) and so, paradoxically, we collect the full fee. (Schedules 1
and 5 of the Awards Regulations, for those who want to look it up.)
(e) fees for Islands students next year ( issue raised earlier on the
mailbase).
