Hi Roger
Yes, I'm sure you're right. I think I was getting confused about the
difference between a false start and a transfer. Presumably, someone
starting a course in 1999 under the 'false start' provisions will come
under the new regs regardless of when the previous study was.
I've thought of another question, though! Is it possible that there
are students in the system who started in 1998 after having studied
previously for, say, 22 weeks? Such students would, I think, not have
been eligible for an award because of the false start arrangements in
the 1998 regs but would be eligible under the 1999 regs which will
cover students starting in 1998. Will anything be done for them or is
it just bad luck that they restarted a year too early?
