In the recent SSINs there is info on "false starts" of one year being
in the new regs, so that this doesn't count as previous study.
In the wisdom of colleagues is this to be applied retrospectively ie
to the advantage of old students - as the previous regs were to some
students' disadvantage when they were introduced - or only to those
who false start from 1999 onwards!
