I queried this one with the DFEE and they say:
The second instalment of the loan will be made in ALL cases. SLC are
notifying institutions by email (where they hold an address) of the
latest
position regarding the joint fee and attendance schedules and will also
be
sending a letter with the hard copy and electronic schedules explaining
this
and the reasons for it.
So you get to use all those extra working days to 7 January too!
