The DfEE will send out instructions on how to deal with withdrawals, course
changes, suspensions etc. I have seen drafts of the SSINs, which although
long, give fairly simple instructions to HEIs - basically, fill in the form
and send it to the LEA.
The problem this year has been that for students with transitional awards
the AS1 arrangements were (sort of) abandoned, before there were proper
procedures in place under the new regulations.
However, the assumption under the new rules is that a student will continue,
and it will be up to us to tell the LEA when he/she will not. If a student
is required to leave as a result of September resits, we will tell the LEA
at the end of September; but a loan cheque may meanwhile have arrived.
I think Philip is right that there is a loose end in respect of students who
in effect repeat a year on a part-time basis (because they are re-taking
only the modules they have failed). My interpretation is that such students
will not be eligible for support during that year. But I too will draw this
to the attaention of the DfEE
