With reference to Liz Jenkinson's recent e-mail to the mailbase on AS2s, I
checked the DfEE's own publication "Student Support Arrangements 99-00 :
guidance for institutions".
Aide-memoire 1 on page 7 says :
"Institutions (should) advise LEAs of students who cease to attend their
course for any reason, transfer course, suspend their course, or repeat any
part of their course" (SSIN to follow).
My comments

Is this not an AS1 or AS2 requirement by any other name ?? Is the
implication that we don't have to tell the LEAs about students who progress
normally, only about the "funnies" ? What about students who take resit
exams in September and may fail them, and have to repeat some modules or
the full diet in 99-00? It appears that if such students study their
repeat modules at less than the FT rate of study, they won't be eligible
for funding support or (presumably) the student loan - contrary to
established SLC practice up to now. If we are not formally required to do
an AS2, then how does the LEA get to hear ? From the student ?? If we ARE
required to do an AS2 or successor exercise, this does not seem to have
been yet clarified by DfEE.
We at Herts have suggested to DfEE that they need to define precisely what
"progression" is under the new funding support arrangements, and then to
clarify the precise roles of the various players in the process.
I checked all this with DfEE Student Support Division in London. They are
aware of the problem and, apparently, will be issuing guidance shortly
which should (one hopes!!) clarify things for us all.
