The DfEE's approach is interesting if not ambitious and
does not take into consideration the problems faced by
LEA's in processing support through the new system.
At North London we responded to individual LEA requests
on progression decisions. This included the majority of
LEA's requesting both pre 1998 and post 1998 students on
their AS1's. Bury, incidentally requested second year
continuing students only.
The majority of the AS1 and AS2 problems we are
currently facing stem from those students who did not apply
for continuing support in time (both pre98 and post98
students). Subsequently, many were missing from the LEA
AS1's sent to us in July and August. Our a result our AS1
and AS2 additional files are growing by the day.
In addition to this problem, some of the larger inner
London boroughs are continuing to experience severe
difficulties in getting support assessments through the
system. We made a decision to provide whatever information
the LEA required in respect to progression decisions (post
or pre 1998 students). We felt that students would
ultimately suffer in the long term if we followed DfEE
guidelines as they stand.
The whole idea of the AS1 being obsolete this year has
proved premature and clearly untrue.
