Roger's point about students who have failed and are
required to withdraw is noted.
What I am concerned about is students who are repeating a
year of study.
I was under the (probably deluded) impression that that
such students are nevertheless still eligible for a loan.
Given that they have to pay it back anyway, it's fairly
immaterial whether or not they happen to be repeating.
What does bother me is the element of the tuition fee
which the student does not have to repay (ie the LEA/SLC
contribution). Surely in the case of a repeating student
there will be no entitlement to, for the want of a better
phrase, free money. In which case the LEA, who determines
the eligibility for monies, must need to know if a student
is repeating a year, in order to remove the tuition fee
element from its calculations.
Quite where this leaves the LEAs I've no idea.
