The UCAS number is not compulsory; indeed there are a significant number of
HE courses, especially in FE colleges, which do not recruit through UCAS.
The UCAS number, if the applicant has one, will be used in two ways:
at the end of August the SLC will do a cross-check with UCAS to identify
those who are on UCAS' records as placed at a particular university, but
whose support notification shows somewhere different. The mismatched
applicants will then get a letter telling them to tell their LEAs where they
are going, so that the support notification can be re-issued for the correct
course, with a revised amount if necessary.
at some point (to be decided, but I am pressing for a late September date)
we will get a file showing UCAS number and Student Support Number for our
students who have applied for support. By matching the UCAS number to the
UCAS number on our records, we can bulk load the SSN into our records, which
will save a lot of re-keying and checking. We will neeed the SSN for
confirmation of attendance returns, invoices etc.
If your 70 students do not apply through UCAS,they cannot be expected to
quote a UCAS number on their support applications; but you will have to key
in the SSNs yourselves, probably from their individual support
notifications.

I wonder if I could are wiser than DfEE and SLC who have been
unable to help with a query (and I don't think I've seen the question
on the mailbase.)
We have a small (c.75) number of students enter direct each year
on 2+2 programmes with local colleges. If all students require a
UCAS reference for their assessment, what do we do about this
group?
