The Student Support Number will be generated by the LEAs according to a
formula provided by the SLC. It may well be that there will be no separate
LEA reference number for students. I have asked for either the LEA name or
a code for the LEA to be included; but in fact the (new) LEA code can be
extracted from the SSN.

I inferred from your original Email that the LEA reference number was the
number each LEA allocated to individual students as a unique identifier;
however Sue's Email (together with Kevin Gleeson's) suugests you are
referring to the DfEE allocated LEA number. I would certainly like to see
the latter retained but can see no need for the former.
